Sports Council
The National Council for the Prevention and Sanctioning of Violence and Negative Phenomena at Sports Events is a mechanism created by the Office of the Minister for Culture, Youth and Sports, and its legal basis is Law No. 05/L-075 on the Prevention and Sanctioning of Violence and Negative Phenomena at Sports Events, approved by the Assembly of Kosovo on January 13, 2017.
Article 7 of the said law sets out the composition of the Sports Council.
The council consists of five members, of which:
One member from the State Prosecutor's Office - chairman;
One member from the General Directorate of Police;
One member from the Kosovo Olympic Committee;
One member from the relevant federation; AND
One member from the Ministry (MCYS).
The organization and coordination of the work of the Council is done by the Ministry of Culture, Youth and Sports.
The current composition of the National Council for the Prevention and Sanctioning of Violence and Negative Phenomena at Sports Events is as follows:
Mr. Besim Kelmendi – Chairman (Prosecution Office)
Mr. Gazmend Hoxha – Member (Police)
Mr. Gazmend Maxhuni – Member (KOC)
Mr. Fatmir Kabashi – Member (MCYS)
Mr. Arben Fetahu – Basketball Federation
Mr. Mehdi Uka – Secretary of the Council
In order to regulate the work of the Sports Council, the Ministry of Culture, Youth and Sports on June 21, 2022 issued Regulation (MKRS) No. 03/2022 on the Organization, Functioning, Duties and Responsibilities of the National Council for the Prevention and Sanctioning of Violence and Negative Phenomena at Sports Events, which repealed the Council's previous regulation No. 03/2018 of June 12, 2018.

All interested parties are invited to contact the Sports Council through the electronic address, whenever deemed necessary to address the issues of public interest for sports, to report various cases of law violations, violence at sports events, match-fixing etc., which fall within the scope of the Law on the prevention and sanctioning of violence and negative phenomena at sports events.
